Municipal Assistance Program Manager
BASIC FUNCTIONS:
This is an entry level position. The MAP Planner 1 assists the associate and lead staff of the Municipal Assistance Program (MAP) supporting the preparation of comprehensive plans, regulatory ordinances, and special projects for townships, boroughs, and counties; reviews development plans on behalf of municipalities; performs GIS tasks; and conducts field work and other research.
POSITION RELATIONSHIPS:
Works directly with Municipal Assistance Program Assistant Manager and fellow MAP staff as necessary regarding land conservation, municipal planning, and easement management projects. Provides assistance to Community Services and other Conservancy programs, as requested.
RESPONSIBILITIES:
- Provides technical assistance on environmental planning, recreational planning, resource conservation, and land use to municipalities, landowners, and others requesting it.
- Conducts research and analyses for innovative growth management, resource conservation, sustainability planning, resiliency preparedness and watershed protection efforts of MAP; presents work both orally and in writing to MAP staff, municipal officials, and other clients.
- Assists in preparation of reports, long-range planning documents and draft regulatory provisions for land use, natural and cultural resource protection, and open space management on behalf of municipal clients.
- Assists with the preparation of selected education and outreach materials for MAP including articles for the Environmental Currents newsletter, project description sheets, program notices, and other publications.
- Participates in partnerships and collaborations, as assigned, to advance the Conservancy’s mission.
- Represents the Conservancy at various local and regional events. Participates in Conservancy public relations efforts as needed.
- Participates with MAP Staff and the Development Department as needed with the identification of potential funding opportunities, preparation of grant proposals and grant reporting requirements.
- Performs other duties as assigned.
ESSENTIAL QUALIFICATIONS:
- Bachelor’s degree or advanced degree in planning, landscape architecture, environmental science, geography, or related field.
- Up to 3 years experience with local or regional planning or related field, including long-range or comprehensive planning, water resource planning, recreation or trails planning, and natural or cultural resource protection.
- Ability to comprehend and interpret municipal regulations and ordinances. Familiarity with the Pennsylvania Municipal Planning Code a plus.
- Proficiency with Microsoft Word, Excel, and PowerPoint programs. Experience with Geographic Information Systems (GIS) and Adobe products including InDesign and Illustrator a plus.
- Excellent interpersonal, verbal, and written communication skills. Positive and energetic attitude. Strong personal initiative and organizational skills required.
- Ability to devote such time as required to perform assigned functions, including usual work hours of 8:30a.m. to 4:30p.m. and occasional night meetings and/or weekend work.
- Frequent travel within southeastern Pennsylvania and northern Delaware.
- A valid driver’s license and a reliable means of transportation to and from the Chadds Ford office and to daily work assignments throughout the region.
- Flexibility in dealing with changing priorities.
- Must be able to lift and carry 30 lbs.
